I didnt spend a lot of time on this but @erique asked me to design an Amiga to ESP-01 dongle that (ideally) didnt need external power. I understand the manual specs 20mA for the 12V line but in reality i'd like to know what it can really do.

FWIW as far as i can tell the 20mA limit on the serial port is either made up or a function of the worst known PSU to exist. There is simply a 47 Ohm resistor between the raw 12v line. Which would give a limit of 250mA if my maths are correct.
