Just tested 6 genuine 1F91C MC68030RC50Cs in a 1230. Try using genuine AS4C32M16SB if you're not already. The 1230 is discerning about RAM and will misbehave and highlight other component problems if it doesn't like what you've given it.
Failing that:
2. Batch of weak / grey market CPLDs?
3. Batch of crap CF cards/adapters?
4. Any combination of the above.
But I'm sure I don't need to give these tips to the TF card building Übermensch !

I have not observed any issues with 1F91C either.

That's annoying, because the parts are pretty same on cards I've built so far.. for example, I've used same RAM chips on TF330 and 1F91C CPUs are working fine there. Also some TF1260 was built with these rams and are working without any noticeable issues...
TF1230 works perfectly with 0G40W CPU, so I don't really know what causes that issue...

The last few posts on this thread related to the 1F91C issues 8Bit is having could probably do with being split off into a new topic in the TF330/1230 channel by some kind moderator

Spent some time today working on the TF1232. 6 patch wires later and its working for me ..
Many thanks to @alenppc for finding one of the FPU bugs.
Looks like its working perfectly after the patches are in. I can switch CPU speed between 50 and 25Mhz. Separately i can do the same with the FPU speed. FPU is working, RAM is working.
